ISBT 128——支持人体相关安全标识、追溯和生物监控的全球信息编码标准

    ICCBBA(International Council for Commonality in Blood Bank Automation 国际血库自动化委员会)是负责ISBT 128标准的国际标准机构,ISBT128是用于对人体血液、细胞和组织进行识别、编码和标记的信息标准。ISBT 128目前已在全球63个国家的超过3700机构使用。每年超过4000万的血液、细胞和人体组织的产品使用ISBT128标签。全球血液、细胞和人体组织等机构对采用ISBT 128的支持持续增长,同时ICCBBA与全球的专业机构、认证机构和监管机构合作以确保标准满足全球输血和器官移植机构的需要。
    计算机在提高病人安全和机构效率方面的帮助得到认可,越来越多的计算机被用于输血中心和医院实验室。计算机系统可以支持自动打印、采集和解析血液、细胞和人体组织的产品的信息,因此消除了手工抄写引起的错误。ISBT128为信息传输建立了良好的标准,得到血液管理系统、检验和筛选设备及血袋等许多供应商的支持。
    ICCBBA也意识到提高非计算机化标识设定以及提升发展中国家的输血实验室工作人员教育的迫切需要。为此,ICCBBA积极参与世界卫生组织的全球血液安全论坛,并帮助提高世界各地的输血安全水平。2009年10月,ICCBBA为下列两个项目提供了财政和后勤的支持:

。病人腕带可行性研究(马拉维)。该项目对马拉维的一家大型教学医院中部分住院患者使用标准化腕带的可行性进行评估,并编写出解决方案,以便腕带的大规模使用。 
。非洲版 AABB 技术手册。ICCBBA与非洲血输协会、南部非洲国家生物制品研究所和 AABB合作,共同为非洲国家的教育目的提供 200套 AABB 技术手册。

The global information standard supporting secure identification, traceability and biovigilance for substances of human origin

ICCBBA is the international standards body responsible for the ISBT 128 information standard used for the identification, coding and labeling of human blood, cells and tissues. ISBT 128 is currently used by more than 3,700 facilities in 63 countries worldwide. More than 40 million blood, cell and tissue products are ISBT 128 labelled each year.
Support for the global adoption of ISBT 128 for blood, cells and tissues continues to grow and ICCBBA works with professional, accreditation and regulatory bodies around the world to ensure that the standard meets the needs of the global transfusion and transplant communities.
The use of computers in transfusion centres and hospital laboratories continues to spread as their contribution to both patient safety and organizational efficiency is recognised. These systems can support the automated printing, capture and interpretation of information on blood, cell and tissue products hence eliminating errors caused by manual transcription. ISBT 128 is a well established standard for the transfer of information and is supported by many vendors of blood management systems, testing and screening equipment, and blood bags.
ICCBBA is also aware of the urgent need to improve identification in non-computerised settings and to improve the education of transfusion laboratory staff in developing countries. To that end ICCBBA is keen to participate in the WHO Global Forum for Blood Safety and to help find ways to improve transfusion safety worldwide. In 2009/10 ICCBBA provided financial and logistical support for two projects:
• Patient wristband feasibility study (Malawi). This project assessed the feasibility of introducing standardized patient wristbands for selected hospital inpatients in a large teaching hospital in Malawi and documented the challenges and potential solutions to scaling up wristband use.

• AABB Technical Manuals for Africa. ICCBBA partnered with the Africa Society of Blood Transfusion, South African National Bioproducts Institute and AABB to provide 200 AABB Technical Manuals for educational purposes in African countries.
